A Reasonable Use Approach To Allocating Water For Consumptive Use In the Southeast

For almost two decades, Georgia, Alabama, and Florida have been trying to allocate the water resources in two river basins, the Apalachicola-Chattahoochee-Flint basin, which is shared by all three states, and the Alabama-Coosa-Tallapossa basin, which is shared by Georgia and Alabama.  Although these negotiations have not yet been successful, water rights laws in each of the three states are remarkably similar and offer a baisin for allocating the water resources for consumptive use within these two basins.
